PROPOSED

HOUSE OF REPRESENTATIVES AMENDMENTS TO H.B. 2419

Strike everything after the enacting clause and insert:

"Section 1.  Arizona medical board; Arizona board of osteopathic examiners in medicine and surgery; associate physicians; report; delayed repeal; definition

A.  On or before November 1, 2020, the Arizona medical board and the Arizona board of osteopathic examiners in medicine and surgery, in cooperation with a statewide association that represents physicians licensed by the board, shall compile a report that explains the factors prescribed in section 32‑3106, Arizona Revised Statutes, relating to associate physicians who would be authorized to practice:

1.  By providing services in medically underserved rural or urban areas of this state.

2.  Under the terms of an associate physician collaborative practice agreement with a licensed physician.

B.  In developing the report pursuant to subsection A of this section, the Arizona medical board and the Arizona board of osteopathic examiners in medicine and surgery, in cooperation with a statewide association that represents physicians licensed by the board, shall survey what other states have done in this area.

C.  The Arizona medical board and the Arizona board of osteopathic examiners in medicine and surgery shall submit the written report on or before November 1, 2020 pursuant to section 32‑3104, Arizona Revised Statutes.

D.  This section is repealed from and after December 31, 2020.

E.  For the purposes of this section, "associate physician" means a medical school graduate who meets all of the following requirements:

1.  Is a resident and citizen of the United States or is a legal resident alien.

2.  Has either:

(a)  Successfully completed step two of the United States medical licensing examination or the equivalent of such a step of any other board-approved medical licensing examination within an appropriate timeframe and has not completed a postgraduate residency.

(b)  Been granted and currently holds a similar license status in another state with similar requirements.

3.  Is proficient in the English language."
